She has a Bachelor's degree in Public Administration and a Master's degree in Public Management and Policy from the same University. She has experience in public administration, research and consultancy. Her scientific interests are in the field of public policies, horizontality and coordination in the public sector.

Abstract

Horizontal policies address complex issues that affect multiple sectors of public administration and involve a variety of interconnected stakeholders. Therefore, overcoming conflicts, sharing common goals, and uniting around mutually complementary measures are key factors for policy effectiveness. In this context, public administration is among the main actors in the policymaking process. This report aims to present the practical challenges faced by the central administration in the formulation and implementation of horizontal policies, based on the results of a survey conducted among public officials. The main conclusions of the report outline the challenges and deficiencies in the practices related to horizontal policies, as well as the priority areas for improving administrative capacity and the culture of working on this type of policies.
