Strategies for Roma Integration – Between the Myths and Governance Realities

Abstract

Almost all recent reports and opinions of experts, assessing the Bulgarian National Strategy for Roma Integration, mention two general obstacles to its effective implementation. The first one is related to the necessity for adequate financial support of the envisaged activities, that would implement the integration policies. The second is related to the lack of a functional institutional framework with well defined responsibilities for the effective management and administration of these policies. The proposed material provides a critical insight into the implementation of the NSRI by focusing on these issues.
