Digital Competence in the Performance Appraisal System of Civil Servants

The article discusses the Framework of digital competence in the performance appraisal system of civil servants. This framework is a tool for developing the existing competency-based model of management. The framework of digital competence is considered in two dimensions: national and European. On this basis, several similarities and differences are presented. Digital competence is analysed from the point of view of its universal application in the “organizational life” of state institutions. On the other hand, emphasis is placed on its specific character according to the characteristics of the working environment. The importance of digital skills is confirmed by the necessity for an effective working process in a home environment in the conditions of an emergency epidemic situation.
