Abstract

Abstract
The purpose of the exhibition is to analyze the issues related to the constitutional requirements for high professional and moral qualities for some high public positions. The research method is interdisciplinary, covering many scientific areas such as law, political science, public administration, management, axiology, deontology, security, philosophy. The output addresses current law enforcement practice as well as future constitutional and statutory amendments and additions. The conclusions of the present work is that the heterogeneity of high professionalism, understood as multiple qualifications, knowledge and skills beyond the legal ones, but plus them is the true and accurate understanding of the criterion of "high professional qualities" of the members of the Supreme Judicial Council and the Constitutional Court. The contrasting manifestation of high moral qualities is expressed in the fact that moral, ethical and professional transgressions, as well as all offenses, are subject to proof, because they are objective facts of reality. Conversely, a highly moral individual is always and only so.
