NEW GOALS WITH OLD INSTRUMENTS: THE EFFECTS OF SOCIAL POLICY IN BULGARIA

Abstract
This article presents the idea of the “shared society” as an attempt to change the agenda of contemporary societies. This change has been initiated and implemented by supranational organizations that once propagated the Washington neoliberal consensus, which continues to be the main paradigm of public governance. Based on the experience of Bulgaria, it is proven that the new goals of shared society seem unattainable due to the lack of new instruments to address the new problems and make the goals achievable. The main claim is that sharing is impossible without an impact on income inequality or by reducing the dependence of individuals on employment.
