The defended thesis is that (1) the Bulgarian strategic culture has the features of a typical modern culture of the small state and that (2) it remains underdeveloped, thus missing the opportunity to cultivate the pursuit of multiple benefits in the field of security and the defense of national interests. The analysis is based on the hypothesis that strategy is also culture. The historical review shows that the prevailing strategic culture in Bulgaria is characterized for the first time in history as a “crisis culture of the small state”.
